China Merchants Expressway appoints Chen Quan as deputy general manager

China Merchants Expressway Network & Technology Holdings Co., Ltd. (China Merchants Expressway) held its 36th meeting of the third board of directors on September 10, 2025, via teleconference. All 11 eligible directors participated and voted, successfully passing the resolution to appoint Mr. Chen Quan as the company’s deputy general manager. This appointment follows a nomination by the company’s general manager, Mr. Yang Xudong, and subsequent review by the board's nomination committee. Mr. Chen Quan will serve for the remainder of the third board of directors' term.

The resolution was unanimously approved, with all 11 participating directors voting in favor. Mr. Chen Quan, born in 1974, is a senior engineer and a recipient of government special allowances. He holds a master's degree in project management from Shanghai University and currently serves as the chairman of China Merchants CRHC Holdings Co., Ltd. His previous roles include general manager of Guangxi Huatong Expressway Co., Ltd., and various other leadership positions within the expressway sector.

Mr. Chen Quan has no record of penalties from the China Securities Regulatory Commission or other relevant authorities, nor any involvement in criminal investigations or illegal activities. He has no affiliated relationships with the company's controlling shareholder, China Merchants Group Co., Ltd., or with any directors or senior management holding more than 5% of the company's shares. He does not hold any shares in China Merchants Expressway and is not listed as a dishonest person, fulfilling all requirements for senior management appointments as per relevant laws and regulations.
