Beijing Capital Environmental names new chairman, vice chairman amid leadership changes

Beijing Capital Environmental Protection Group Co., Ltd. announced a series of leadership changes on December 25, 2025. Liu Yongzheng resigned as chairman, director, and legal representative due to work adjustments, and Deng Wenbin resigned as a director. Both will no longer serve in the company or its subsidiaries. Concurrently, Li Fojing will no longer serve as the general manager, but will assume the roles of chairman, director, and legal representative, while also acting as general manager.

The board also elected Zhang Meng as the new vice chairman. These changes were approved during the Ninth Board of Directors 2025 eleventh extraordinary meeting. The board also approved the company’s investment of yuan 47.2 bn in the Changyuan City Water Supply Project and a guarantee of up to yuan 898m for Zhejiang Zhuoshang Environmental Energy Co., Ltd. by Beijing Capital Environmental Investment Co., Ltd.

Additionally, the board approved an application for a comprehensive credit line of up to yuan 550 bn from financial institutions for 2026, subject to shareholder approval. The company also updated its related party transaction and internal audit management policies.
