CSCEC appoints new legal counsel, vice president; proposes governance changes

China State Construction Engineering Corp (CSCEC) held its Fourth Board of Directors’ Twenty-Fifth Meeting and Fourth Supervisory Board’s Eleventh Meeting on November 25, 2025. The board approved the appointment of Huang Jie as chief legal counsel and Chen Yong as vice president, effective immediately. Huang Jie is currently the chief accountant and a party group member of CSCEC, while Chen Yong is a deputy general manager and party group member of CSCEC.

The meetings also proposed significant governance changes, including the cancellation of the supervisory board and revisions to the company’s articles of association, shareholder meeting rules, and board of directors meeting rules. These changes will be submitted to the shareholders for approval.

Additionally, CSCEC will renew comprehensive and financial services framework agreements with its controlling shareholder, China State Construction Engineering Corp Ltd, for 2026. These agreements, valued at RMB 36.12 bn for comprehensive services and RMB 200 bn for financial services, require shareholder approval and involve related party transactions.
