TCS to build AI-enabled financial management system for Odisha government

Tata Consultancy Services (TCS) announced on September 5, 2025, that it has been selected by the government of Odisha to design and implement the Integrated Financial Management System (IFMS) 3.0. This advanced, cloud-native system, built on microservices architecture, aims to automate public finance workflows, enhancing the state's digital infrastructure. TCS will also deploy its AI Workbench (AIWB) to support AI/ML projects for operational areas like model development and monitoring, enabling features such as multilingual chatbot interactions for improved user experience.

This collaboration marks the third generation of the IFMS solution, building on a partnership that began in 2005. IFMS 3.0 will unify budgeting, payments, receipts, and accounts into a single source of truth, offering real-time data integration, enhanced user interface, advanced reporting tools, and improved security measures. The system will also be mobile accessible, allowing users to manage financial operations on the go.

TCS president of growth markets and public services, Girish Ramachandran, stated that the platform aims to empower Odisha to deliver more effective public services. TCS generated consolidated revenues of $29bn in the fiscal year ended March 31, 2024.
