Capital Environment names new general manager, separates chairman and chief executive roles

Capital Environment Holdings Limited announced the appointment of Guo Chaoyang as executive director and general manager, effective September 17, 2025. Guo, 45, joined the company in 2012 and previously served as deputy general manager since June 2022. He holds a master's degree and is a senior economist, bringing extensive experience in corporate operation and management to his new role. His responsibilities include strategy, operation, and management of incineration-related and organic solid waste projects, as well as carbon asset management.

Guo has signed a three-year service contract with the company, starting September 17, 2025, and will receive a fixed monthly salary of RMB42,630, plus a year-end bonus. Following this appointment, Li Qingsong will cease to act as the chief executive officer, effective the same date, but will remain an executive director and chairman of the board.

This leadership restructuring aligns with code provision C.2.1 of the Corporate Governance Code, which mandates the separation of the roles of chairman and chief executive. As of the announcement date, the board comprises Li Qingsong and Guo Chaoyang as executive directors, Hao Chunmei as a non-executive director, and four independent non-executive directors.
